- NSU library rules developed in accordance with the Regulations on the Scientific Library NSU operates according to the regulatory acts of the Ministry of Education and Science of the Russian Federation.
- The NSU Library’s primary activities: library operations, information and bibliographic services, cultural and educational events.
- These Rules govern the general operation of the NSU Library and information-bibliographic services for users and regulate the Library and users rights and responsibilities.
- The NSU Library supports the right of citizens to library services and guides users in their search for materials in the NSU Library catalog.
- The NSU Library provides free access to Library and information-bibliographic services for users in response to information requests for basic information and library services that are available free of charge.
- Library and information-bibliographic services for users are regulated by NSU Library methodological instructions and technical documentation.
- Library and information-bibliographic services for all categories of users are available at the following Library locations:

– Information-Bibliographic Department. - NSU Library digital service is available to library card holders by submitting an electronic request form that is registered on their digital log by Library staff with the scanned bar code from the material requested.
- The library ensures the confidentiality of information about users by organizing the procedure for processing and protecting users’ personal data from unauthorized access.
- Remote information and library services are available via the NSU Library website, e-mail, and digital material delivery.
- The NSU Library website is available around the clock. Website user services do not require a password.
- The NSU Library is open daily according to a posted schedule that excludes holidays and cleaning/technical days. The Library operating hours may change in response to NSU schedule or curricula changes.

- USER RIGHTS, REQUIREMENTS, AND RESPONSIBILITIES

1. The right to use the NSU Library is granted to the following:- NSU students;- graduate students at SB RAS institutes ;- NSU Doctoral students;- NSU faculty;- other NSU academic employees ;-other NSU employees.2. The main document giving the right to use the NSU scientific library is the NSU electronic pass card (hereinafter referred to as the NSU pass card). User records, registration, and issuance of library cards are conducted in accordance with Section 4 of the “Rules”.3. All categories of NSU Library users are entitled to free use of the catalogs and the main forms of library information services provided by the Library:- temporary use of material from the Library catalog and other sources of information in the reading room, Fiction Department, and Information-Bibliographic Department;- receive material in the reading room;- receive information on the Library catalog (electronic resources) through the NSU library catalog system, card catalog, and other forms of library information dissemination;- use licensed full-text and abstract databases outside the NSU network with remote access to digital resources;- use the Internet access channel, including via Wi-Fi;- receive consultations on the search and selection of material and in the selection of information sources;- receive originals or copies of domestic and foreign material that is not in the NSU Library catalog, through an interlibrary loan (ILL) from other libraries. Users can order material required for research or an academic course that is not in the NSU catalogue through ILL located in the Library Support Services Department in accordance with the Rules for using interlibrary loan and delivery of material to the NSU Library;- extend the borrowing period for material;- use your personal electronic account, having received a login and password from the Information Technology Department (IT) of NSU, monitor information about books that were received from the NSU scientific library, place an electronic order for literature and monitor the status of the electronic order;- attend cultural, educational, and informational events organized by the library;- use all comfortable working areas provided by the NSU scientific library, equipped with modern technology; use library furniture and equipment.4. NSU Library users have the right to use technical devices without sound in the Library and to bring books and other materials necessary for educational and academic work into the Library.5. Full-time NSU faculty, as well as NSU students starting from the 2nd year, who do not have any registered infractions at the Library, can receive permission to use libraries at SB RAS scientific institutes.6. For other categories of NSU Library users, free library information services are provided in the following order:- Adjunct teachers at NSU and graduate students at SB RAS scientific institutes can use material in the reading rooms as well as to receive material on their subject through the Library Card Section;- Teachers at the Specialized Scientific and Educational Center (SESC) and the Higher College of Informatics (HCI) can use material in the reading room as well as through the Library Card Section;- Employees, SESC and HCI students can use material in the NSU reading room as well as use its catalog through their libraries with the priority ILL service.7. All categories of NSU Library users are entitled to receive additional library-bibliographic (information) services on a fee basis. These services and their costs are set by the Library and approved by the NSU Rector.8. Users from other organizations can get access to NSU reading room services on a fee basis in accordance with the “Regulations on the Procedure for the Provision of Library and Bibliographic-Information Services by the NSU Library on a Fee Basis”.9. Users are required to treat materials from the NSU Library catalog carefully, to return them on time, and not take material out of the Library without registering it in the log. Users are not allowed to:- make notes or underlines on the pages of books and magazines;- tear and bend pages;- write on paper placed on a book;- copy illustrations and texts yourself;- spoil barcodes on book covers;- disturb the placement of books and magazines in the open access area;- remove cards from catalogs and file cabinets;- change settings on Library computers, install or use other software.10. Users should carefully look at Library materials before they check them out. If a defect is found, they must inform the duty librarian or the user will be responsible for the damage to the material.11. Before leaving NSU (expulsion, graduation, transfer to another university, dismissal), users are required to return all material checked out to them. Students at NSU are requiredto signthe NSU bypass from.12. Readers are required to carefully handle their library card. It is strictly forbidden to transfer a NSU pass card/ library card to another person or use someone else's library card. Violations will deprive the user of the right to use the NSU Library for a period determined by the Library administration.13. Users are required to comply with:- the procedure for registering at the NSU Library established by section 4 of the NSU Library Rules;- the procedure for using a pass card;- the procedure for annual re-registration;- the procedure for using the reading room, library cards, the Fiction Department, the Information and Bibliographic Department as established in sections 4-6 of the “Rules”.14. Users are required to maintain general order in the reading rooms, Library Card Section, Fiction Department, and Interlibrary Loans as well as in all other Library areas. Users are not allowed to:- enter the Library in outer clothing(jackets, coats, fur coats, etc.);- talk loudly;- smoke, eat food or drink, appear in the Library in a state of alcohol or drug intoxication, gamble, swear, perform other actions that violate order;- move furniture in the Library;- remove equipment from the Library or move it from one room to another.15. Users are required to take care of Library property.16. For violation of deadlines for returning literature, readers pay a penalty (fine, fine), the amount of which is determined by the Regulations on the reader’s responsibility for violating the Rules for Using the NSU Scientific Library.17. Readers who violate the NSU Library Terms of Use are liable by the laws of the Russian Federation. The following are forms of compensation for damage caused by users to Library property:- replacement of lost or damaged property with equivalent (performance of duties in kind);- compensation for losses (value of lost or damaged property).- collection of penalties (penalties, fines) for violation of deadlines for returning literature, as well as damage (loss) of books and other materials.Note: collection of penalties (penalties, fines) is punitive in nature, that is, collected in addition to losses.18. Users who lose or ruin material from the Library are required to replace it with a copy of the same material or other material recognized by the library as equivalent in content and cost. If replacement is not possible, the user must reimburse the actual cost of the material at the prices in Novosibirsk on the day of compensation for damage.

- NSU LIBRARY USER REGISTRATION

1. Enrollment of readers in the scientific library of NSU is carried out by synchronizing data from NSU information systems and the automated library and information system (ALIS) "Ruslan".2. The NSU pass card is the main document giving the right to use the NSU scientific library. Readers who have library cards of the NSU scientific library of the previously established form have the right to use these tickets.3. Registration of third-party readers by the NSU scientific library is carried out in the reader registration sector of the NSU scientific library service department.4. When issuing a library card to third-party readers, the sector employee enters the reader’s personal data and personal password into the local IBS “Ruslan-NEO” database; introduces the reader to the Rules for Use of the NSU Scientific Library and issues a laminated library card. The procedure for obtaining a library card is completed in a short time.5. Personal information of readers provided about themselves when registering in the NSU scientific library is strictly confidential. The NSU Scientific Library uses them only for the purposes and interests of providing library services, and does not transfer them to other individuals and legal entities.10. Readers of the NSU Scientific Library undergo annual re-registration within the following deadlines:- students on September 1;- other categories of users in January.11. Readers who have not passed re-registration are not served by the NSU Scientific Library.12. When visiting the NSU Scientific Library for the first time, each reader must familiarize himself with the Rules for Using the NSU Scientific Library and confirm the obligation to comply with them by signing on the registration card.

- READING ROOMS

1. The NSU Library reading rooms and information services provide users with free access to print and digital information.2. The reading rooms provide temporary access to material from the NSU Library catalog only while the user is in the reading room.3. To order and receive literature in the library reading room, readers of all categories must present their NSU access card or library card. Readers from outside organizations - temporary library card of the NSU Scientific Library.4. Readers fill out a reader's request form of the established form in legible handwriting, indicating all the necessary information, or present a list of references.6. The number of books, other prints and materials issued in the reading room, as a rule, is unlimited. If there is a one-time increased demand, the number of copies issued may be limited (by decision of the Library administration).7. Material issued in the reading room from the general catalog can be reserved by users, material from the reading room subsidiary fund, cannot be reserved.8. Material issued for use in the reading room must be returned the same day before the reading room closes. If users violate these rules, they may lose their right to use the NSU library for up to one month

- LENDING LIBRARY FOR COURSE BOOK AND SCIENTIFIC LITERATURE

1. A library subscription is a form of individual and collective service to readers, providing for the issuance of printed works and other materials for a certain period of time for use outside the library. At the AUNL of the NSU Library, library and information services are organized for readers of all categories based on free access to information and printed other materials.2. The Department of Educational and Scientific Literature provides readers with temporary use of documents from the collections of the NSU Scientific Library for work outside the library.3. Readers who have the right to use AUNL present a pass or library card to order and receive literature from the fund, fill out in legible handwriting a reader's application form of the established form indicating all the necessary information. From the auxiliary subscription fund, books can be issued according to a completed request in the established form and according to a list of references compiled by the reader himself.4. Scientific journals published in Russian are issued only to teachers and researchers of NSU for a period of 15 days.5. Magazines in foreign languages, used for translation when studying languages by students at NSU, are issued at home for up to two months.6. The Department of Educational and Scientific Literature accepts electronic orders for literature from the main book storage fund of the NSU scientific library, as well as from the auxiliary fund of the Department of Educational and Scientific Literature. Electronic orders for scientific journals published in Russian are accepted only from teachers and employees of NSU. NSU students and readers of other categories receive magazines in the reading room. Readers should receive the ordered literature within three days from the date of order completion.5. To effectively provide material for the educational process and scientific research, there are restrictions on the issuance of non-core material to NSU employees and faculty. Other users can receive material that is not related to their academic focus for use only in the NSU Library reading room.8. In the absence of attention to the literature from other readers, the period of their use may last up to two months. After this period, the literature must be returned to content.9. Foreign language journals used for translation by NSU students who are studying languages can be taken out for up to two months.10. In the absence of demand for material from other users, the period of use of material may be extended to two months. After this period, the material must be returned to the Library.11. Users who do not return material by the due date will not receive services until the material is returned.12. In the case of a user’s extended academic deadline, the period of use of the educational material can be extended on the basis of a timely reference from the faculty member or institute to the Library indicating the academic disciplines for which the deadline was extended. Literature must be submitted no later than August 25 of the current year.13. NSU students are required to return all checked out material at the end of the school year before leaving campus (by July 1).14. NSU students going on academic leave are entitled to five copies of materials from the Library subsidiary catalog.15. NSU students who do not return material before summer holidays (or academic leave), lose their right to use the Library until the materials are fully accounted for. These users can start using their library cards again a month after they return materials. In some cases, the NSU Scientific Library may impose a penalty for violating the deadlines for returning literature.

- FICTION AND INFORMATION-BIBLIOGRAPHIC DEPARTMENT

1. The NSU Library Fiction Department provides free access to print and digital material and Library-information services for all category of users.2. The Fiction Department provides users with material from their subsidiary catalog for temporary use outside the library.3. Users can get Russian and foreign fiction books and albums on various spheres of art and the history of world culture.4. Readers with the right to use the NSU Library Fiction Department present a NSU pass card or a library card to order and receive material.5. The Fiction Department accepts digital requests. A password can be obtained from the Library Support Services Department.6. Fiction Department users get free access to a subsidiary open catalog.7. Material from the subsidiary open catalog can be borrowed for up to 14 days. Materials from the closed subsidiary catalog, that are in high demand, as well as literary and art journals can be borrowed for up to 7 days.8. Art albums, especially valuable books and journals, encyclopedias, and reference publications are provided to use only in the Fiction Department reading room without the right to remove them from the Department.9. For Fiction Department books that are already is use, a request can be made and the material will be distributed in order of the requests.10. In the Information-Bibliographic Department reading room a NSU pass card or a library card must be presented to receive material.11. The Information-Bibliographic Department reading room provides users with: general academic reference books, encyclopedias and dictionaries, abstract journals, bibliographic indexes, and dissertations. Material is issued without the right to take it out of the reading room.12. The Information-Bibliographic Department reading room provides remote access to academic and educational digital resources in accordance with licensing agreements between resource-holding organizations and Novosibirsk State University. If necessary, a personal login and password are available. Remote access of users to licensed resources outside the corporate network is provided through the VPN service, provided jointly by the Information-Bibliographic Department and NSU UIT.13. To order and receive material from the rare book collection, users present a NSU pass card or a library card.14. When ordering material from the rare book collection, users provide the required information and sign on the form for each publication. The form is a document certifying the date of book delivery to the user and by the Library employee when it is returned.15. The rare book collection provides users with publications from the eighteenth and early twentieth centuries. Material is issued without the right to remove it from the premises.
